Statement by defense minister Ehud Barak

“A few hours ago [today, Saturday, 3.1.09], Israeli ground forces entered the Gaza Strip as part of Operation Cast Lead against the Hamas terrorists and their affiliates and infrastructure in Gaza.

So far, the Israel Defense Force has dealt an unprecedented heavy blow to Hamas. In order to complete their mission we now launched the ground operation.

I have said all along that our military activities will widen and deepen as much as needed. Our aim is to force Hamas to stop its hostile activities against Israel and Israelis from Gaza, and to bring about a significant change in the situation in southern Israel.

We have carefully weighed all our options. We are not war hungry but we shall not, I repeat – we shall not allow a situation in which our towns, villages and civilians are constantly targeted by Hamas. It will not be easy or short, but we are determined.

We are well aware of the humanitarian aspect and are doing and will continue to do everything possible to provide all humanitarian needs to Gaza.

While we are fighting in Gaza, we keep an open eye on the sensitive situation on our northern border. We have no aggressive intentions there. We hope the situation there will remain calm; nevertheless we are ready and alert to face any unwarranted development in that area.

We seek peace. We have restrained ourselves for a long time but now is the time to do what needs to be done. We are determined to afford our citizens what any citizen anywhere in the world is entitled to – peace, tranquility and freedom from threats.”

Israel: Ongoing humanitarian effort continues despite rocket fire

At the requests of the governments of Russia, Belarus, Moldova, Ukraine, Kazakhstan, Norway, Turkey, and the United States 230 nationals and dual nationals evacuated the Gaza Strip today. The evacuation took place from Erez Terminal at the request of the governments. The evacuees were escorted by the defense officials and embassy staff to the Allenby bridge from there they will proceed to their home countries. The Defense ministry has worked closely with the relevant authorities in order to implement the various governments’ requests. Similar preparations are being made for other nationals that have requested evacuation

Also, additional humanitarian aid was transferred today to the Gaza Strip via Kerem Shalom cargo terminal. 64 trucks loaded with humanitarian aid including medical supplies, basic food commodities and medication. The shipment included 1530 tones of aid. The shipment included a large donation of 11,000 food parcels on behalf of the government of Turkey.

Throughout the humanitarian effort, since 28th December 2008, over 9000 tons of aid has been shipped to Gaza with coordination between Israel, the Palestinian Authority, the International Organizations and various donors.

Mosque Used as Hamas Weapon Storage Site Struck

IAF aircraft struck a mosque in Jabaliya late Thursday night used as a terror-hub by the Hamas terror organization.

The mosque was used as a storage site for a large amount of Grad missiles, Qassam rockets and additional weaponry. The strike set off a lengthy series of secondary explosions and a large fire, caused by the ammunitions stockpiled in the mosque.

The mosque was also used as a center of operations for Hamas, as a meeting place for its operatives and a staging ground for terror attacks.

The IDF will continue to attack any target used for terrorist activity, and will not hesitate to strike those involved in terrorism against the citizens of the State of Israel, even if they deliberately choose to operate from locations of religious or cultural significance.

Summary of Overnight Events - January 2nd, 2009

Israeli air and naval forces attacked some 20 Hamas targets throughout the Gaza Strip during late night and early morning hours.

Among the sites targeted by the IDF:

·         A mosque in Jabaliya used as a terror hub by Hamas. The mosque was used as a storage site for a large amount of Grad missiles and additional weaponry. The strike set off a lengthy series of secondary explosions and a large fire, caused by the munitions stockpiled in the mosque. The mosque was also used as a center of operations for Hamas, as a meeting place for its operatives and a staging ground for terror attacks.

·         Headquarters of the military wing of Hamas

·         A vehicle transporting anti-aircraft missiles

·         A tunnel used to smuggle weaponry

·         Rocket launchers armed and prepared for use

·         Weaponry manufacturing and storage facilities

·

The IDF will continue to target infrastructure utilized by Hamas and the other terror organizations in Gaza, and will not hesitate to strike those involved both directly and indirectly in attacks against the citizens of the State of Israel.

Israel Air Force Attack on the House of Nizar Rian

The IAF attacked the house of Nizar Rian, a senior Hamas terror operative, in Jabaliya. The attack was carried out based on IDF and ISA intelligence.  Many secondary explosions were identified as a result of the attack, thus proving that the house was used for storing weaponry.  It was also used as a communications center. In addition, a tunnel was located under the house and was used for the escape of terror operatives.

PM Olmert Visits Be'er Sheva

Prime Minister Ehud Olmert this morning (Thursday), 1.1.09, visited Be’er Sheva and met with approximately 30 local council heads from the south, whose councils are under missile threat.  The Prime Minister was accompanied by Deputy Defense Minister Matan Vilnai, National Emergency Authority Director Zeev Tzuk-Ram, National Emergency Board (NEB) Director Avi Becher, GOC Home Front Command Maj.-Gen. Yair Golan, Prime Minister’s Office Director-General Ra’anan Dinur and Interior Ministry Director-General Aryeh Bar. 

Prime Minister Olmert came to monitor the authorities’ operations and toured the Be’er Sheva control center, which is staffed by municipal employees, along with NEB and Home Front Command representatives.  The council heads briefed the Prime Minister on their deployment for events, cooperation with IDF Home Front Command and the situation in their communities and with their residents.

Prime Minister Olmert said: “It was clear that we could not live in the reality which had been created.  We could not countenance a situation in which hundreds of thousands of people were going to sleep and waking up in the morning in fear, distress and uncertainty.  We will act so that there will be quiet in the southern communities.  I very much hope that we will succeed in reaching our goals as quickly as possible.  What we want is for our children to grow up in safety and that the children of Sderot, Be’er Sheva and Ashkelon will not have to flee from the shriek of missiles.  We have not declared war on the residents of Gaza.  I reiterate that we will treat the population with silk gloves but will apply an iron fist to Hamas.  I am pleased to hear the local council heads’ remarks that residents are showing stamina – this is what gives us in the Government the possibility of making decisions in the best possible manner. 

I am satisfied to see that cooperation between Government ministries, IDF Home Front Command, the NEB, the National Emergency Authority and the local councils is working in the best possible manner.  This is something that we prepared for during the past two years.  We held exercises and approved a number of decisions that established this cooperation: The Government decided that the Home Front Command would be subordinate to the Ministry of Defense; we founded the National Emergency Authority; and we came to the conclusion that local authorities must be trained well, because ultimately, during an event, local authority heads are the ones who must manage their areas, and it is important that they be prepared for any scenario.  This is also the reason for which it was decided to assign a senior Home Front Command officer to each council head, so that all updates could be received in the shortest possible time and at the highest level.

“I already told you this on the first day – we must take into account that Hamas will attempt to fire more rockets in the coming days.  Your fortitude, and the steadfastness and restraint of your people, allow the Government and the IDF to make the right decisions and take steps at the proper time so that quiet will return to all of us.”

Mosque used as rocket storage site targeted

IAF aircraft targeted a mosque in the Tel El Hawwa neighborhood in Gaza City on Wednesday afternoon that was used by Hamas as a storage site for Grad missiles and Qassam rockets, as well as a staging ground for rocket and missile launches. The most recent rocket launch from the mosque occurred this morning.

The strike set off numerous secondary explosions, caused by the munitions stockpiled in the mosque. In recent days joint IDF and ISA intelligence efforts produced information that terrorists were hoarding weapons in the mosque and carrying out rocket attacks against Israeli communities from its grounds, as well as using it as a place of hiding.

The IDF will continue to attack any target used for terrorist activity, and will not hesitate to strike those involved in terrorism against the citizens of the State of Israel even, if they cynically choose to operate from locations of religious or cultural significance

Summary of Overnight Events - Dec 31st, 2008

The Israeli Air Force struck the office of the Hamas Prime Minister Ismail Haniyeh overnight. The office is used as a center for the planning, support and financing of terrorist activities against Israel. In addition, the office of the interior ministry, located in the same area, was also attacked.  These offices of the Hamas government are located in Gaza City, and are considered a strategic target.

The IAF attacked 35 additional targets, including: tunnels in the Rafah border area, weapon storage facilities, Hamas outposts and an armed rocket launcher. 

Navy forces also attacked a number of targets in the Gaza Strip including: Hamas outposts, training camps, guarding vessels used by Hamas naval forces and launching posts from which rockets are fired at Israel.

The IDF will continue its mission, attack the infrastructure and buildings that Hamas is using, and will operate against terrorist organizations and anyone who provides support to terrorism.

1.      The IDF will continue to strike at Hamas.

·         The Israeli army and the Israeli government are resolved to continue to strike at the Hamas terror infrastructure, which, although damaged, still has the ability to launch rockets and harm Israeli citizens. We are determined to create a better, more secure reality that will ensure the safety of the Israeli population in southern Israel over the long term.

  1. Our fight is against Hamas, not against the population in the Gaza Strip.
    • Israel is allowing the transfer of humanitarian supplies to the Gaza Strip, including aid from various countries (Egypt, Turkey, Jordan) and international organizations (UNRWA, the World Food Programme, Red Cross, etc.). The deliveries are coordinated with Israel. In the last few days, more than 200 trucks carrying food, medicines and medical supplies, including units of blood, have been delivered.
    • Israel intends to maintain its humanitarian policy even as the fighting continues.
  2. The IDF conducts precision operations against the Hamas terror infrastructure and avoids harming the innocent. Hamas, however, uses their civilian population as human shields, cynically placing its military headquarters and terrorist facilities in civilian structures such as private homes, basements of houses inhabited by families with children, schools and other public buildings.
  3. The Palestinian population in the Gaza Strip has been abandoned by the Hamas leadership
    • The Hamas leaders have gone underground, looking out for themselves and abandoning the population to its fate. The government is not functioning, but Hamas operatives are still able to conduct terrorist attacks. As long as Hamas continues the terrorism, the population in the Gaza Strip will suffer.
    • The gap between Hamas and the Gazan people has grown. Many of the people no longer support Hamas. After years of suffering under the terrorist regime, they are interested in an end to the terrorism emanating from their midst and holding them hostage.

Questions and Answers

Q: Will the operation be expanded to a ground offensive?

A: The IDF uses its strength and resources after careful assessment of the situation, taking into account operational needs. The objective is to create a more secure reality over the long term, and Israel will take the necessary and relevant steps to achieve it.

Q: Is it time to go over to diplomacy? Should Israel stop now and allow international diplomacy to come into play? Should we voluntarily cease firing for a limited period of time in order to provide an opportunity for diplomatic contacts?

A: Israel initiated a military operation after eight years of restraint, eight years in which Israelis living in the southern part of the country suffered terrorist attacks, rockets and mortar bombs, on an almost daily basis. The military operation’s objective is to create a different security policy, one that will be better for the southern Israel. At the moment, Israel is not planning its “exit strategy” but rather concentrating on achieving its goals.

Q: Does the military operation endanger Gilad Shalit? What are the chances of obtaining his release? Did Israel take this into account?

A: Israel continues to hold Hamas, and Hamas alone, responsible for the safety of Israeli soldier Gilad Shalit. Even before the military operation began, we knew that Hamas would try to use this sensitive and painful subject to threaten us. We will not be influenced by rumors and manipulations.

Q: Has Israel succeeded in striking a significant blow to the terror infrastructures? And, if so, how can they continue to fire so many missiles and to hit such extensive territory in the Negev?

A: Hamas used the six months of calm to build up its strength, develop and produce weapons, and train terrorist operatives, preparing for the period after the calm. The targets struck by the IAF show just how prepared the Hamas terror apparatus was and how deeply entrenched, while using the civilian population as human shields. We have struck a serious blow at the terrorists and their infrastructures, but they still have the capability to harm Israeli citizens and to increase the amount and range of their strikes.  We expected this to happen and instructed the population concerning shelter and the appropriate procedures to follow. We are prepared and will continue to prepare.

Q: Israel’s air strikes seem to cause a great deal of destruction to the other side and the number of uninvolved casualties is rising. Yesterday, pictures were broadcast around the world showing a Palestinian mother whose five daughters were buried under the rubble of a bombed building.

A: The Israel Air Force uses its operational power in a carefully considered way against its targets – Hamas terrorists, arms stores, weapons factories, terrorist headquarters, etc. Hamas, which uses the civilian population as human shields, cynically places its military facilities in civilian structures such as private homes, basements of houses inhabited by families with children, schools, colleges and universities, mosques and other public buildings. The location of arms and materiel in the midst of the civilian population results in serious and extensive harm to the uninvolved population. We warned the Gaza residents that every site of terrorist activity is a target. The sole responsibility for the ongoing harm done to the Palestinian population lies with Hamas.
